Right-of-Way Permits

The purpose of a right-a-way permit is to ensure that work conducted in the public right-of-way is done safely and in conformance with established County standards.  The goal is to protect users of the right-a-way and to protect the public transportation infrastructure.

A right-of-way permit is required whenever an individual, contractor, utility company, or other needs to perform any type of work in, or use of, the public road right-of-way.  

Here are some examples:

  • Driveway repairs
  • Construction or repair of an access
  • Temporary obstructions in the public ROW such as moving containers and debris dumpsters
  • Pavement cuts and repairs
  • Special events such as parades and film crews
  • Sewer line connections
  • Storm drain repairs 
  • Private water line installations

A right-of-way permit application may be downloaded (see the link below) and filled out digitally or printed and filled out by hand.   A site plan showing the proposed work and traffic control plan (if applicable) must be submitted along with the permit application (s) for review and approval.  Applications may be sent by email to the County or faxed to (541) 475-1877

72 HOURS ADVANCE NOTICE MUST BE GIVEN FOR INSPECTION

REQUIREMENTS:

  1. Attach or provide a map and cross-section detailing the location of any installed facility in relation to the road surface.
  2. No  work  shall  be  done  until  the  Public Works Department has been on site for  an inspection.  Notify the Public Works Department before any work begins.
  3. Notify the Public Works Department after completion of the job.  Each project must have a signature from the Director or designee after final inspection.
This approval is sought pursuant to ORS 758.010 and this installation shall be made in accordance with all construction standards approved by the Public Utility Commissioner of Oregon.   Neither party to this permit is relieved of the responsibility or liability for injury or damage by their intentional conduct.  Applicant will hold blameless  and  harmless  and  will  indemnify  the  County,  its  agents,  officers  and  employees  against  any  and  all claims, demands, loss, injury, damage actions or costs of action whatsoever which they or any of them may sustain by reason of the acts, omissions or other negligence of applicant, its agents or employees in connection with the construction,  maintenance, repair, operation or  use of said  facility.  Specifications for  placement of all utilities shall conform to Jefferson County Code 12.16 - 12.18.
