Comprehensive Plan and Zoning Ordinance

The Jefferson County Comprehensive Plan and Jefferson County Zoning Ordinance are part of Oregon's unique land use planning system. Begun in 1973 to protect agricultural lands, the Oregon land use planning system consists of 19 Statewide Planning Goals and Guidelines.  The Comprehensive Plan identifies the policies consistent with those goals to guide land use in Jefferson County. It also establishes zoning districts throughout the County based on geographical opportunities and limitations.  Zoning of property in Jefferson County can be searched.  The Zoning Ordinance implements the policies of the Comprehensive Plan, identifies allowed and prohibited uses, as well as establishes processes for the review of proposed land use development.
